In order to better serve our region, the NYS Hudson Valley Regional Bilingual Education Resource Network (HV RBERN) is gathering data to inform our grant-funded professional development initiatives as well as other supports. In addition, if applicable, we are seeking qualitative input with regard to our provided services.

English Language Learner (ELL) and Immigrant Student Counts for 2025-2026 ESSA Title III Allocations
The New York State Education Department (NYSED) is preparing to calculate the 2025-2026 ESSA Title III allocations to Local Education Agencies (LEAs) for English Language Learners (ELLs) and immigrant students that are based on the number of ELL and immigrant students in each LEA in the 2024-2025 school year.
NYSED must have accurate counts of ELL and immigrant students for this determination.
A verification report is available in the L2RPT reporting environment to allow LEAs to verify counts of ELL and immigrant students enrolled at public LEAs. Counts of ELL and immigrant students attending nonpublic schools will be verified through the IDEx reporting tool.
The timeline for LEAs' review and verification of student counts, data extraction, and posting of the Title III ELL and immigrant student counts is specified in the attached memo.
LEAs should work with nonpublic schools to ensure that inaccurate data is corrected. The corrected Fall 2024 BEDS Report of Nonpublic Schools forms should be emailed to the Office of Information and Reporting Services (IRS) at datasupport@nysed.gov.
