Important Update on Supplementary Certificate Pathways

In response to the influx of recently arrived and asylum-seeking students, and to promote the teaching of English Language Learners in NYS schools, the Board of Regents recently adopted an emergency rule to provide flexibilities for the Supplementary Certificate and Supplementary Bilingual Education Extension.

There are three options to expedite the process:

  1. Option 1 - You currently hold an English to Speakers of Other Languages (ESOL) Initial, Professional, or Permanent New York State teaching certification and you are seeking supplementary certification in a content area.

  2. Option Two - You currently hold a New York State teaching certification and you are seeking a supplementary Bilingual Education extension to your current certification.

  3. Option Three - You currently hold a valid Initial, Professional, or Permanent New York State teaching certification and you are seeking supplementary certification in English to Speakers of Other Languages.

Tuesday, March 19, 2024, 12:00-3:00 PM

Participants will learn about the New York State English as a Second Language Achievement Test (NYSESLAT) structure and administration, and will practice scoring sample speaking and writing responses. Participants will also have the opportunity to ask questions about the NYSESLAT exam.

The NYSED Office of Bilingual Education & World Languages and the Office of Special Education have issued a joint memo about the provision of Bilingual or ENL services to English Language Learners with Disabilities. 

Joint NYSED & OBEWL Memo

School districts are required to provide assurances that each ELL, including an ELL with a Disability, has access to appropriate instructional and support services. This may mean that the district's freestanding Bilingual or ENL program (Units of Study) be provided with Special Education supports, or it may mean that the Bilingual or ENL services be provided in the student's Special Education setting. It clarifies the role of the Committee on Special Education in determining how the student should participate in Part 154 services and who can provide the services. It indicates that the Units of Study cannot be terminated or replaced (modified) by the district or the CSE.
