HV RBERN Update

NYSED has announced the public release of the 2018-2019 New York State Public School English Language Learners Enrollment Report. This data is publicly available on their Public Data Site.

This report provides 2018-2019 school year English Language Learner (ELL) enrollment data. This report is the one-stop report for the enrollment data of English Language Learners which is available Statewide and at the district level.

Data in the ELL Report includes:

  • K-12 ELL enrollment by gender, ethnicity, and grade level

  • ELL students with disability enrollment  

  • ELL students with economically disadvantaged enrollment

  • Top 5 home languages within districts 

  • ENL, Transitional Bilingual, and Dual Language Programs within districts

NYSED Emergency Regulations

The New York State Board of Regents has acted on a series of emergency regulations over the past several days. 

This April 7, 2020 press release provides details about the cancellation of the June Regents and includes a Regents and Graduation Requirement FAQ, as well as updated timelines for implementation and assessment of the NYS Next Generation ELA and Mathematics Standards.

The Regents and Graduation Requirement FAQ has information regarding English Language Learners (ELLs) and for Languages Other than English (LOTE) programs as follows.

  • ELLs

    • #16: 4+1 LOTE Pathway

    • #32: Local diploma safety nets and appeals  

  • LOTE

    • #8 AND #25: Checkpoint B exemption for Regents Advanced Designation Diploma

    • #11: Checkpoint A prior to grade 9

    • #16: 4+1 LOTE Pathway

This April 6, 2020 press releasedetails the following amendments for Bilingual Education:

  • The days when schools are closed will not be counted in the timeline for ELL identification, parent notification about programming, and placement

  • An exemption from the unit of study requirements due to schools being closed

  • Cancellation of the annual proficiency exam (NYSESLAT) for English language learners

The release of guidance regarding the NYS Seal of Biliteracy is expected within the next week. We will share that information as it becomes available. 

As you review the amendments and guidance documents, there may be many unanswered questions, particularly related to supporting English Language Learners. As information becomes available, we will be keeping you informed.
