The question is not just "when to refer”; it's "why?” Determining why a multilingual learner is struggling and whether a special education referral is warranted remains one of the most complex challenges educators face. Behaviors that may raise concern about a disability can also reflect second-language acquisition, cultural and linguistic diversity, access to appropriate educational opportunities, or other factors that influence learning and performance.
This workshop explores a culturally and linguistically responsive approach to examining student concerns before referral, with attention to language development, instructional access, learning environments, assessment practices, intervention efforts, and legal requirements.
Participants and members of MTSS teams will consider how concerns identified through classroom data and student performance may warrant targeted Tier 2 supports and additional problem-solving before referral. Through case studies and collaborative discussion, educators will learn how to examine language differences from a disability and make more accurate, equitable, and defensible decisions for multilingual learners.
Participants should bring a device to access workshop materials.
