Schools on the journey to deeply understanding the needs of Multilingual Learners/English Language Learners (MLLs/ELLs) and how best to support them engage regularly in inquiry focused on optimal student performance and the identification of root causes for underperformance. These schools use their understanding to increase ELL/MLL success rates as they prepare students for college, careers, civic readiness, and lifelong learning.

The Office of Bilingual Education and World Languages has developed the Multilingual Learners/English Language Learners Program Quality Review (PQR) Continuum to support all schools in their understanding of and planning for improvements in ELL/MLL educational practices. This reference and technical assistance tool is designed to help school teams understand where their school is situated along a continuum of practice. The Hudson Valley RBERN will facilitate training on the PQR Continuum for teams from districts and/or schools. The PQR 2-day training will assist district/school teams in understanding the continuum and related tools as well as explore effective practices in the education of MLLs/ELLs. Participants will build their capacity to utilize the various components of the continuum and lead a team in implementing the PQR process in their districts and/or schools.
